I wonder if it's just one of those things couples do? How many of these locks still belong to the same half of the original couple. Maybe there's a person with more than one lock belonging to various pairs of a couple? Besides, although the locks remain, they will forever symbolize something else - young love, perhaps? Or failed love. 

So what if you left a symbol of your love hanging on a tower? Or being thrown into the Seine. It wouldn't matter at all in the future.
